2) You can use HAMACHI https://secure.logmein.com/products/hamachi/download.aspx (no need to port forward) I don't recommend it.
3) Or lastly, you can by a server from a hosting company like VeoServ, Redstone Host, and many others. Buy a server is the most common type of way to host a server. Many people like this because it is hosted 24/7.

You can make a server without those. But you need those in order for people to connect to it.
What do you mean? To make a server you have it either local which is on your computer, or you have it dedicated, which is hosting.
