I have an op factions server with MCMMO and if someone has a lot of swords xp its very easy to counter, how can I nerf counters?

I don't think there is a way to 'nurf' the counter rate, the only thing I can think of is setting a limit on the level they can reach with the sword
example in the MCMMO config (main config) there is a bit of code like this:
Change the level cap above in your config to a set amount and try and reduce it that way. Maybe someone else will actually know if it possible to change the counter rate.
