MCPC-PLUS and BUKKITFORGE what are they?

Hello there,I'm wondering what is mcpc-plus and bukkitforge i see a lot of people use it on ftb servers and tekkit server's.
So i'm wondering if its a must have and what i does.

And as of this post right now, it doesn't appear to be happening for 1.6.4

They allow you to use craftbukkit plugins on vanilla servers.
