Minecraft cpu usage too low :(

So I was playing mc and then my fps was getting the lag spike of death :/ so I looked at my CPU usage for mc while my fps was 0, and the CPU usage was at 0-0.3%. I had no clue what was going on. pls, help me I have no clue why this is happening.

Specs:
Intel i5 gen 2 @2.3ghz base speed.
4GB ram Sodimm
intel HD 3000 graphics (integrated)
I am on a laptop
HDD 490GB

pls help me :(
