My Minecraft has a problem that makes its fps limited to 30fps, no matter what i do, it is 30fps, and my laptop runs 60fps, It used to run 200-300fps, but now it rarely does that, i tried every setting, disabled vsying on Nvidia control panel, still same problem

So... guys the problem is back .-.
Hmm, actually there could be couple of problems. Maybe your computer is overheating, maybe has too much dust. But i think, that you actually did something in the settings. Because it kind of sounds that you say it stays at 30 fps all the time, and to have framerate to stay at the same point, you have had to changed something maybe.
Did u change maximum fps from settings, because this may be? xD
Open up Minecraft, Login, click on "Options..." then click on "Video settings" and then in the top right there it should say "Max Framerate:" and click on it and scroll it all the way to the left till it says "Max Framerate: Unlimited"
If this doesn't work, I recommend you install Optifine.

My GTX 970 can run mc at 400-500 fps with peak performances of 900 fps lol, in 1080p with settings maxed out (except for render distance, which i keep at 20)

Secondly, don't play on Mineplex. They've stolen builds done by friends of mine to use as minigame arenas a number of times. Namely, the Island Town map, which they didn't even bother to break the sign within it saying "Island Town - Built by xxxx."
You're missing the point. I don't have video of my 660 playing Minecraft maxed out at 1080p, but I can tell you for sure that it was consistently over 300 FPS. I posted that video because that's all I have on-hand.
It's sad that Mineplex stole maps, but stealing maps is not an uncommon practice and it's not going to keep me from playing there. That's beside the point I was making anyway.
I do a 1080p Minecraft benchmark with my GTX 970, which is about on-par with a 290X if not a little weaker if you want.

>Test it out in a flat world
If, after that, it still doesn't work:

Do you have your laptop plugged in when you play? It probably has switchable graphics and switches to the iGPU when it's on battery.
It runs 30fps plugged and unplugged
Check switchable graphics and see if it is set to be powersaving all the time.

Well, according to you, you only have a GPU, and no computer will run on just a GPU. Did you turn on any settings, allocate more RAM, install anything etc.?
Your graphics are not dependent on how much RAM you have allocated? An FPS lag spike is completely different from a Data Lag Spike.
i just posted the graphics i have because the other things won't really do something to Minecraft's fps, my friends already fixed those things for me so
CPU has a MASSIVE impact on Minecraft's performance. You could have 4 980s in SLI, but if you only have a Celeron 430 (http://pcpartpicker.com/part/intel-cpu-bx80557430) then you aren't getting any good framerates.
Close out Minecraft. Close the Launcher.
