Minecraft Hotbar bug??

OK, so I'm the owner of a Bukkit server. 2 of my players were complaining about the hotbar. The glitch was: Lets say the hotbar is full of items. You use the mouse scroll to hover over the items. But whenever you hover over it, It leaves the hotbar and goes to the other inventory. Is this a plugin glitch or what?
