Minecraft Memory Question

Hello! I am currently running a Minecraft server on zsuperhost.com and have noticed that the memory usage will start out at around 50% (whenever I restart the server) and slowly increase to 100% in a few hours. Why is this happening and will it affect the server/gameplay?
FUN FACTS: CPU usage remains at around 20%. 1.5 GB of memory came with my hosting plan. There are usually around 3 to 4 people on the server at a time. I have about 20 plugins installed.

try turning down the mob-spawning limit it could just be over time more mobs are spawning and using ram
