Minecraft Server [1.7/1.6]

I know this may of have been discussed but I am too lazy to go through the long list of discussions lol.

But, Is there is Bukkit Files able to be downloaded because I have made a 1.6 and I want 1.7 players to join without updating the bukkit file! Is that possible to be coded or able to be downloaded? Please Respond!
