I recently made a modded minecraft server, and I've noticed that it only uses around ~800mb and says 43% free on the console, which seems very strange. Today when I was playing with my friends (3 friends) the server crashed because it ran out of ram, but I allocated over 4 gigs to it and it just didn't use it.

Make sure you are using 64 bit Java. Even if you install 64 bit, it will still default to 32 bit unless you point Minecraft to the 64 bit version in the JVM argument box in your Minecraft launcher. 32 bit maxes out at 1.5gb.
are you using the default gui for java servers? if so then ignore it and you shouldn't be using it anyway
