When I went to play minecraft on multiplayer, I noticed that I had only 1-5 fps (Multiplayer and singleplayer, no mods, no optifine).
This is unusual, because normally I would get around 30-80fps. It only started to happen yesterday, so I tried a number of solutions to get my normal fps:
1. Delete all minecraft folders including .minecraft
2. Change the JVM Arguements to: "-Xmx4G -XX:+UseConcMarkSweepGC -XX:+CMSIncrementalMode -XX:-UseAdaptiveSizePolicy -Xmn2G"
3. Uninstall java and re-install the newest version
4. Made sure my graphics driver was up to date

I was also wondering how this happened, in which case I think it is because yesterday I noticed Minecraft had run only on 32-bit, so I decided to install the 64-bit version of java. I also noticed that if you type [code]java -version[/code] in cmd, it would normally say what java version you have, but instead for me it says "'java' is not recognized as an internal or external command, operable program or batch file."

I was also wondering how this happened, in which case I think it is because yesterday I noticed Minecraft had run only on 32-bit, so I decided to install the 64-bit version of java. I also noticed that if you type [code]java -version[/code] in cmd, it would normally say what java version you have, but instead for me it says "'java' is not recognized as an internal or external command, operable program or batch file."

Your framerate will naturally increase when you bring up the menu, as most of the graphically-intensive parts of the game are put on hold, temporarily. This is true of most games. Something similar likely happens when you bring up your inventory or a crafting table. Nothing to worry about.
Start the MC/Java uninstall. Just to be safe, do a complete uninstall of both, then get the newest version of Java from the Java website, first. Try not to install the 64-bit version, if at all possible. 32-bit will run better on integrated graphics, anyway. Though it may be a 64-bit compatible system, some things (like IG) are best left on older requirements and outputs. Like I tried to point out, very few games actually -require- 64-bit, particularly "simple" games based on Java. Pretty much anything that can run with less than 4GB of RAM can run in a 32-bit environment, unless specifically programmed not to.
If you are a premium user, and continue to have the problem, you may want to contact Mojang, or try the official forums.

You should install Optifine and tune your settings down somewhat, whether you think you need it or not. You are also using a notebook/laptop with a touch screen, so your graphics capabilities are being compromised by the workload created by the touchscreen, itself.

In most, if not all situations, except for development, there is little to no reason to run a 64-bit version of Java. This could very well be your problem. Uninstall Java, and reinstall a 32-bit version. Minecraft is only a 32-bit program, as it can be run on single-core systems incapable of supporting 64-bit architecture. Before redoing your Java installation, however, you could also try completely uninstalling Minecraft with a program like Revo Uninstaller, and reinstalling Minecraft.
I play it on a netbook, albeit with a horrible framerate, and the settings all the way down, with Optifine. My system is 32-bit. I have few problems other than the lag to be expected with an inferior system that doesn't meet the MSRQ.
But, I hate to say it, this is probably something you did to yourself.
Edit: Don't worry about not being able to run the program "java" in your command console. It is not always present, and is really only useful in debugging. It is sometimes omitted, unless the SDK is installed, which you definitely do not need (it's cruft, if you aren't writing Java programs). For end-user systems like yours, you can find out everything you need to know about your java installation with the GUI.

Do you have the same framerate in singleplayer as multiplayer? Are you playing on WiFi, or with a hard-line ethernet cable? The latter would be better for multiplayer, due to its increased communications speeds.
Did your Minecraft version recently update? With every update, the resources demanded by the program increase.
If your framerate is only an issue in multiplayer, then it is likely an issue with your networking, particularly your upload speed. Try restarting your router by unplugging it for 10 seconds, and plugging it back in. Then reboot your computer, and, if necessary, right click on your network connection in the taskbar and click "troubleshoot problems".
If it is the same in singleplayer, you should, again, install Optifine, and dial your settings back, somewhat. Changing your view distance will help in singleplayer and multiplayer, both.
It is not normal for your framerate to suddenly drop like this, particularly in singleplayer mode... but I can't see anything wrong with the information you have provided, aside from, of course, the integrated graphics.
Comparatively, where performance is concerned, your computer should be able to play Skyrim on medium to high settings with a decent framerate (30 FPS or so), in order to play Minecraft with most of its graphical goodies enabled. Your computer can't do that, so you are already on the short end of the stick.
Try downloading updates for OpenGL, as well.
