Mob Spawn Plugin Needed

I'm using mobs to try and get normal aggressive mobs out of my city, but it isn't working. I need a plugin that can stop hostile mobs from spawning in either Ocean biomes or in a set area but may still be allowed to spawn everywhere else.
The sooner I get help the better and it will be greatly appreciated.
