so my server uses spigot and The mobs like pigs,sheeps and cows spawn normally but like zombies and endermen wont spawn unless from spawner or egg also i enabled the end world and when i went to it there werent any enderman how do i make these mobs spawn naturally

if your running essentials look for
"spawnmob-limit: 10"
in essentials config.yml
"spawnmob-limit: 10"
in essentials config.yml
Make sure monster spawning is set to true in the configs.
