Mobs Won't spawn

Hi guys I've checked my server properties, essentials config, MultiVerse config, world guard config and still the mobs won't spawn naturally.
My plugins are:
Factions
Essentials
World edit
World guard
Multiverse
Craft book
Combat tags
Please help I've checked the main things already but still don't know what's the problem

Is you are hosting by a host
then you have to look somewhere in your Panal for
Mobs Npc somthing like that
- Eagleshooter
