I see some mods that say [1.8/1.7.10], yet there is only one download link. Does this mean that the mod works on both 1.8/1.7? Thanks!

I would guess it depends on the mod and how the uploader made it.
Some people might include both versions in one download while others may have created a mod that does work for both versions.
