Moderator request plugin/ ticket system

Is there a plugin that would allow players to do something like "/ticket Help me my town was destroyed!" And have their player name and the message sent as an email to moderators?

You can give ReportRTS a shot.
Note that if you do not have a MySQL database to use, then you'll have to use an older version: http://dev.bukkit.org/bukkit-plugins/reportrts/files/14-v1-0-0/
