Hello Rebunkee,
Before we get into the probably causes, I would suggest that from this point forward you upload and delete all plugins through your FTP access rather than using the built in feature.
Here is a tutorial on how to use your Multicraft FTP:

Here is a download link for Filezilla:

If you've been able to upload and remove plugins before there is a chance that your server has reached it's maximum disk space limit. Most host providers will give you 50GB. If that is the case, I would suggest making a ticket to your host and discuss further solutions.

Does the server not create a plugins folder?
If it doesn't then you don't have spigot or bukkit installed.

I would try installing and reinstalling bukkit/spigot this may help you. Also, make sure you are using spigot/bukkit if you are not.
Well i'm using a server hosting thing online in which it isn't possible to 'reinstall or install bukkit/spigot' so yeah

It's called Multicraft, which does have a plugin downloader , but it won't install.........
If it does have an installer and it isn't working I would suggest submitting a ticket to whoever you are renting the server from. Other than that I might suggest looking into if they provide you FTP access and connecting to your server files through that using a client such as filezilla.
