Multiverse Portals Help PLEASE HELP

I have a server and Multiverse and SignPortals was working perfectly in 1.3.1.Anyone could access it though still had 'enforcenable' on. Only I can use the Sign Portal.


Plugins:
- WorldEdit
- Essentials (Not chat or Protect)
- Lockette
- Multiverse Core 2.4
- Multiverse Sign Portals 2.4(1.2.5)(Worked with 1.3.1)
- CoreProtect
- PermissionsEX
