My mob spawner don't function

Hi, I am doing a faction server 1.8 and I am doing the warp farm where there are the spawners of the witches who by killing them drop netherstar.
The thing is they don't spawn from mob spawners despite putting them in the nether with light: 0 (spawning particles are seen but witches are not seen)
