Name Tag Only Visible When Hovering Over It

So I am a moderator for a server and I am working on a hub. I want there to be zombies which have ¨Survival¨ and ¨Creative¨ over their heads. So I just use the npc plugin but the names are only visible when you are hovering over it. Is there a way or plugin which you can see the names at all times? Like in Mineplex.
