I need the name of the Simplest Permissions plugin to use, and preferably someone who has a Skype to help me set it up for my server. My SkypeName is "austin_1995" and I have both a webcam and mic. Please help.

I most likely cannot help you set up your permissions, but the simplest one in my opinion is PermissionsBukkit. It allows you to set true or false perms very easily on groups or players. The plugin also isnt cluttered with suffixes or prefixes so those won't get in your way.
