Need Advice - Players not taking damage

Hi guys -
First I apologize if this has been covered but I searched the forum and couldn't find it. I just migrated my world from a Craftbukkit server to a Tekkit server. For some reason, my players aren't taking any damage at all from mobs. I've checked server.properties and can't find anything that would seem to be causing the problem. Any help would be appreciated. Thanks!
Plugins Installed: Automessage, Chestshop, Essentials, Flight, MobileAdmin, Modify World, Rageban, WorldEdit, WorldGuard
