"Force OP" tools only work on servers infected with a particular trojan. Last I heard it was distributed as a hacked version of NoCheatPlus called "NoCheatPlusPlus" but you could have obtained it differently. In the future, always download plugins from their BukkitDev page or Bukkit Forums post.
