I banned a player on my server for griefing, and today a player logged on and said he was the other player I banned. (He had multi accounts)
I banned the second guy, but then another account logged in. He told me he had a proxy ip setup and it kept changing, he also had the hacked info for over 1000 accounts.
I've been ip banning and normal banning his accounts for a little while now. but he keeps rejoining.
Is there a way to permanently ban him?
also the server is pure vanilla and uses snapshots when they come out.

It is unlikely that he has over 1000 accounts, but even if he does, that's fewer than the number of IP addressed he could login from. So I wouldn't recommend banning IP addresses because you may potentially lose legitimate players. Instead focus on the accounts. Also, maybe consider talking to the guy. See if you can figure out what (if anything) he has against your server. If he's just out to be a general douche, I guess there's not much you can do, sorry to say. If he is using proxy servers then no there is no way to permanently ban him.
And since you are on pure vanilla its almost impossible to fully get rid of him.
