I can help with pretty much the entire server setup, as long as you're hosting on something other than windows. I am a *nix person, and I'm not exactly "smart" with windows based hosts.

you should try it yourself first, follow youtube tutorials, you can get a really easy to manage server with beastnode where you just add and delete the plugins you need.
Advertising for operators is a terrible idea.
At the very least ask for a skype contact so you can speak to them or you'll end up with idiots or trolls who'll destroy your server with world edit.
