Need Help! Diamond Ore cant be placed? either can enderchest

For some reason i cant get diamond ore or enderchests to place i downloaded this map for my server! Maybe there is a plugin blocking it?
The Plugins i have are
Group Manager, Plug Man, World Edit, Gamemode detector, vault, worl guard, tree assist, opening, essentials spawn, timeismoney, notifier, stargazes. essentials xmpp, lockettaddon. essentials protect.combat no cheat,citizens
BTW, whenever i try to make a npc from citizens it says that you need 10 more to do that please help!

1. U configed the ppermission plugin? If not config it and add urself as admin
2. u need 10 more money for that. Just goto ur server config and add urself more money
