Need Help Growing My Server [NEED FEEDBACK]

Hello, i just opened my server. its been opened for a month and 4 days and I'm usually only getting 10 players on at a time what are some ways i could grow this number?
Yes i started "another" faction server but i made it unique in its own way. its not OP like the rest out there ATM and you have to build your way up to the top. if anyone can may you please hop on leave constructive criticism and feedback on what i should to do keep players.. the problem I'm getting is players is joining then them saying there's not enough players this would be fun with more.
I'm trying to grow my servers because i just want to play with people right now i don't have very many regulars or people to play with. so i decided to make this thread and get feedback
my server is not pay2win. i got a job just to pay for this server so it can run because i really want to do this because i love playing minecraft.
I have a few Premium plugins from this website like cratekeys and slimebrawl but that doesn't seem to keep players
