Camomano99 gave you the right answer, you should have just looked on the page that you linked us, it has a bunch of useful information you might want to know.

if your installing it to your client you need to go to %appdata% and have ready for later but first download the latest version of forge and double click it then click install to client. Wait until it downloads then go back to %appdata% and open the mods folder and add your mod. After that launch minecraft and click the Forge version in you instances tab.....Then Launch.

Download minecraft forge, run the jar file for it.
The open your %appdata%, then navigate to .minecraft and place the mods jar file in that folder.

Take the .jar and put it in the mods folder inside .minecraft
