Is there a plugin that reduces the amount of redstone, lapis, quartz only drop one item instead of 4 or more?

I quickly made a plugin that allows you to do this. Note that its made for 1.12 since that contains a new feature that makes it easier to make this plugin, however if you need one for a lower minecraft version just ask.
