Need Help Setting Up Plugins (1.12.2 Bukkit)

I have a modpack that I've been working on for nearly 6 months on Technic Launcher called "Primal Fear", and it's taken so long because I've had to pull teeth constantly asking for help on numerous sites and waiting to get responses whenever an issue occurred as I'm not technologically savvy when it comes to the more in depth areas such as coding and binary. I'm also horrible at math, so I just dead pan if I see problems that mix letters and numbers, or require some form of calculation.
I've had some friends help me over time, but my frustration is I'm at the last stretch of setting this server up and opening it, but I can't get help on this final part which is: Setting up the commands for plugins.
I've tried looking up tutorials, but I do have some mental handicaps that make it to where I'm just going blank page on most things, my brain just simply has a hard time processing information now, and I also struggle with energy and blurry vision often. I just want to complete this project so badly to give back to my community and friends who've been begging me for years to bring back an old nostalgic memory to them.

If someone could help me set up these plugins proper, help me write out the permissions for them, I'd be very grateful and if necessary I'll pay them for the service.
