So I'm making a custom map, and I want to be able to stack potions. Not like the player can stack them, but the player could find pre-stacked potions in chests. Is there still a way to do this? And how would I do it?

The only way is through editing NBT directly, which can be done with commands or external programs.
An example:
setblock ~ ~1 ~ minecraft:chest 0 replace {Items:[{Slot:0b,Count:10b,id:"minecraft:potion",tag:{Potion:"minecraft:strong_healing"}}]}
