I was trying to get some custom skins for Minecraft 1.14.3 but when I used the command only dropped me a Normal head , when I tried with the players head it works , Im traying to get this https://minecraft-heads.com/custom-heads/humans/1366-pirate-girl if someone knows something I'll rlly appreciate it

You can get any head in Minecraft as long as you know their username. For example, using the command /give @p /give @s minecraft:player_head{SkullOwner:"Gameknight14"} will give you my Player Head. If you know the username of said skin, Simply replace the text in between the " " to give the head of that player. So /give @s minecraft:player_head{SkullOwner:"Notch"} will give you notches head. Or you can download a custom head plugin like /head or /skull if you are on a server.

Umm... you can't link to your files through internet links.
But that isnt an internet link. Its just a identification value or something.
Works for me, I copied the command for give, and put in commandblock, after giving it restone signal i got the proper head
