Someone came onto our server randomly and typed 'crash server' on a sign, and no whenever we join, this happens:

It's the sign having too much characters. Use MCEdit or whatever you can find and remove it.
Are you still having these issues?
If so what Spigot version are you running?
Also have you tried removing the sign with a world editing plugin? Like worldpainter.
