Need help with creating a command

Alright, so we want to create a command, such as /forum that would take a player to our forum's webpage. Is this possible, even fathomable?

It is not possible to take a player directly to a website for obvious security reasons. However, it is possible to create a plugin that will give players the URL of your forum in chat, so players can click it, and it will take them to your forum.
