Need help with (maybe) worldguard

Hello. il cut right to the chase. i have a worldguard region that has a build: allow flag. oddly enough, people can only build in part of the region. i have set the priority very high, still to no avail. any tips would be appreciated.

I know you said only global is overlapping, however I would suggest taking a piece of string and clicking the ground near the area having issues just to double check.
It's hard to say exactly the reason without actually being on the server but normally when something like this happens is overlapping regions with both priority levels the same.
Also when you say global is flagged, do you mean that global for the world is set to build deny or allow?
