permissionsex is honestly the easiest that i know
The thing with permissionsEX is that you have to manually go in and make sure you have the spacing right and all that crap. When you use the bPermissions webgui, it automatically formats what you put in to the proper way the actual files read. So it means no hassle with trying to add groups, users, prefixes, OR permission nodes in config file.
BUT Permissionsex is supported with allmost every plugin

I recommend bPermissions and then also install their webgui for bPermissions they have, it makes the installation and configuration and adding of groups, prefixes, users, and permissions soooooo easy! Then just look at some tutorials for how to use it, once you watch it actually is super simple and effective. I use it. Thanks!
