I need help with Permissions and Tags

I dont really know much about the permissions part. i actually have 2 different questions.
1. I need to figure out permissions. I dont even know what plugin to use. Does anyone have a effective already setup default for admins, mods, and VIPs to have tags, and would be willing to explain it to me? Ive tried Permissionbukkit and essentials/group manager. neither worked for what i wanted.
2. also having to do with permissions, i run Falsebook/craftbook on the server. and i cant create or destroy ICs because i dont have the permission. ive tried the "*" thing and it doesnt make it work either. Ive pasted all the nodes also, but i cant get it working. anyone wanting to help?
