Skills: I have permissions in my own server which is fully coded you can check it out if you want: pvp.zeloxcraft.com if that doesn't work then try: 96.8.117.110:25565. But all i need is what ranks you want and what permissions you want in them.
How Long it would take you to finish: Depends on how much ranks and how much permissions per rank you need, but if it was not many then i would take hardly any time to make it.
