ok i have a sever and for the most part everything is working, but i get problems like players not being able to place lava, creeper explosions not destroying anything, and other problems like it. i keep trying to write my permissions just rite but it never turns out right. here is a list of the plugins i have.

You're problem is probally Essentials so far i can see, Essentials has some options to protect new "unranked" players from building.

We'll essentials is very great to have, one of the most used plugins probally. Just make sure you do the permissions right, take a hour to learn the plugin very well instead of just using him because of the cool commands
Look for the permissions node and i usually assign them ALL separated to a group or just leave them.
It's just how carefull and precise you are, and again always "learn" the plugin that you are using not for 10% but for 100% make sure you know what it can and can't

Also remove EssentialsProtect. EssentialsAntiBuild and EssentialsProtect are only useful if you don't have a protection plugin, which you have (Factions).

If you talk to me on Skype I can help you reduce plugins + config them. I'm really good with this stuff. In fact right now I'm developing my own plugin as I type this. I just like to check forums and help people out all the time. Thanks!

ok thats helped so far, another thing, i used my multiverse to make a seperate world called towny. i have since installed towny. how do i make it so factions doesnt work in towny and that towny doesnt work in the main factions world

backup the server, install all plugins again 1 by 1. And kinda learn what they do and what they can do more, go through all the configs. and as last set all the permissions...
It's alot of work, but it helps you alot and most of the time you can solve your own issues with the server.

Did removing the all the essentials antibuild stuff fix it temporarily?
You probably want to check your permissions plugin configuration to see if the default group has permission to build
