NEED HELP WITH PLUGINS

I'm having issues with npcs not showing up on my new server any ideas why? its a premade server download, seems some things are not working, please need help

If the problem is with a NPC plugin, then try the basic steps :
➤ Check if the plugin is successfully loaded into the server. (Do /pl and see if the plugin is present or not. If the plugin is there and it is shown in red color, that means it doesn't support your version.
➤ Reload the server or restart.
➤ Use an alternative plugin that supports the server or redownload the plugin with correct version.
If the problem is with default NPCs (Villagers, cows) then try these :
➤The problem is probably caused by your "Lag removing plugin" (Clearlagg, laggremover, etc) Try setting the Lag plugin to default configurations because it can be hampering the NPCs to spawn.
➤Reload chunks of the server.
