Need Help with Port Forwarding PLEASE HELP!!!

I did go to my 192.168.1.1 and i did do the Added the Port.I have Also did Static ip and when i put my External Ip in the server.properties and It Said "FAIL TO BIND PORT"
then i put on my Ipv4 Address(5.10.125.111) and that Works but that's my Hamachi IP i went into the Cmd and did ipconfig and it said 5.10.125.11 and when i try to put it on PMC or try to let People Join it Says Error from PMC and Can't connect to server from people PLEASE HELP!
