Need help writing a permissions config

the title is pretty straight forward, i'm making a DnD server, and we are working with very few plugins, like 4 or 5 in total, and while i've managed to edit the indivudual plugins i have no clue how to make a permissions config,

First of all, if you use something like PermissionsEx, remove it, it's bad and insecure. Use LuckPerms and that even has an online editor. You install the Plugin, create your groups via commands (/lp group <name> create, if I'm right, otherwise just google) and then do /lp editor which gives you a specific link. There you can add, change & remove permissions. Then click the save icon in the top left, which gives you a command. Now run that command on your server which downloads all the changes you've made on the online editor to your server.
