Need a Nice small Spawn built!

Hello!
Recently my computer crashed and i lost my server!
I need a nice small spawn build on flatland in 1.3.
I need it to have the following things:
-Rule Area
-Portal Room (small)
-Member Area
-Banned Items Area

I would like it to be small, but open.
I don't need it fully furnished and all of that, i just need the basics!
I am really out of ideas, and would really appreciate it if someone would help me.
I will absolutely give you credit on my server!
