I need a plugin coded to auto-rank people after a certain amount of time played in game. and it need to be compatible with PEX and it needs to have the same simple setup of the actual plugin Autorank. im willing to compensate for this.

This is the plugin I used on my server to do exactly what you are describing. Message me the details(your group tree and how much time rankup will happen) and how much you are looking to compensate. Or you can wait until Friday as I will be posting a Tutorial vid for it.
