I need help preventing the spawning of all mobs in my map. It is meant to be a realistic city map so a sheep or pig spawning in the center of the street takes away from the city-scape. I am only concerned with animals because it goes without say the hostile mobs are avoided with peaceful mode.

Is it at all possible to delete a file or edit some file in the world save so the animals wouldn't spawn. (Nothing from the minecraft bin folder, remember i'm trying to have the change available for everyone who downloads my map)

Use the command:
/gamerule doMobSpawning
I'm not sure if this only works when it's inputed in a command block (as I haven't tested it) but I don't see why it wouldn't.

PERFECT! Thank you! That is exactly what I was looking for.
Use sethblings filter for MCEDIT to change the biome to something without any mobs spawning in it.

I am not sure if this is possible, although you you may want to mess around with MCEdit. That can do a lot of cool stuff, and maybe disabling spawning is one of em.
