If http://canyouseeme.org says that the port it closed, then you did not setup port forwarding correctly, and since you said that your firewall is off, it has to be that.

I have port forwarded my server and went to an online port checker and it says my port is closed.

Do you have a firewall? It might be blocking java from allowing incoming connections.
Either try turning it off, or look up how to add it as an exception.
