Need A Server Host

So i made one before , but no one gave me a good answer. I live very close to Washington , but in Canada.I'm willing to pay 6 C.A.D per month so I'm hoping to have :
25 slots
25 plugins (maybe 15)
The possibility to add ANY plugins (Not just from a list. I want to add my OWN custom plugins)
To be able to add a Server-Icon . png picture.


I't doesn't matter how much space the plan has , as long as it will support 15-20 players at a time (AND 25 slots) , and about 20 plugins.
