Need some Command Block Assistance..?

Hey there, I'm Lux.
I've been trying to implement something into my server's spawn, in which when you press a button, on the other side is a command block. When the button is pressed, it sends a message to the player who pressed it. It's not a broadcast, but more of a whisper. The main idea is that when this occurs, the player will be given hints and tips to the way the server works, before having to run through some tests to prove they've read the rules. I'd much rather do it this way than to use signs, because signs are so bland, in my opinion.

Is this possible? Or should I go and look for a plugin that does this?

People can see the test in a completely different world. :I The command in there is /say @p[r=5]

That broadcasts it to the whole server. xD The last thing I need it 20 of those at once.

One thing, the / counts as a // worldedit command, so it would count as unknown... If you need any help just PM me

its simple. you just type /tell @p [message] into the command block.

You mean an message only to the one who presses the button?
Then just type this into the command block:
/msg @p [message]
