Need Some Help With Plotme Plugin

Hi all im very new to setting up mine craft servers and also new to the website first of all let me thank you for reading this post and any information is very helpful.

I am running a mine craft server from multiplay 4 player 1gb ram my server is running the latest bukkit plugin and also permissions bukkit also below are some other plugins i am running

multiverse core latest dev
multiverse portals latest dev
craftbukkitup to date latest dev
plotme latest dev.

Now my server is running fine all plugins are loading fine and working so i want to create a plotme world to allow members to tp to the world and build on plots you all know how it goes so i go into game and do this.

/mv create plotworld normal -g plotme

It then says starting creation of world plotme then completed i then go /mvtp plotworld and i teleport there fine but its just a default world with huge mountians rocks etc etc its not flat or contain any plots or anything and i cant build but when i goto /plotme claim it says you have now claimed this plot and allows me to build

I have been working on this non stop for 3 days and still the same this it never works my permissions file reads like this below.

so i am unsure whats going wrong but everything plugin wise seems to be fine please any help is greatly appreciated
