So I need a plugin that allows the admin to create two sort of factions and create land that can be claimed by other factions sort of like conquest. Any idea of a plugin like this?

Because factions doesn't add towns it adds factions
Woo, the name is different. Disable PvP, and switch around some names and you've got a working plugin that most people are familiar with and can easily use for the expansionary needs you require.
Unless you're in need of a plugin that's functionally different then factions, I'd suggest using something that most people are acquainted with, rather than learning a plugin that has a different paradigm in mind.

Towny maybe, and set the perms up so they can only join certain towns etc
