Need someone who can make a plugin.

I'm looking for someone who is willing to make a plugin for my server for free. All I want the plugin to do is when someone types /commands it shows all the commands that the person/group has access to.

/help when you are not op only shows commands. If you really want to change the command to "/commands" try a plugin like BetterAlias.

No, I'm looking for one that shows all the commands that only the person has, /help shows all the commands in the server

You won't get a plugin like that made for free, and almost certainly won't get it from planet minecraft.
